Call 'em Stomp On Electric!. I encountered OCE briefly recently. I live in a condo complex with interior hall stairs and the technician was extremely loud running over the stairs. So, I kindly asked him to quiet it down. He didn't. My neighbor called to check what they were doing and the guys did not have a permit from the city to do the work. They had to stop working it appeared, and upon leaving, PURPOSELY STOMPED on each and every step, literally, shaking the entire wall system and condos! Not so nice or professional at all.
