Not bad, but not as great as previous reviews. I absolutely love Thai food. I've been to many different thai restaurants and this one rates as pretty good. I was surprised to see the extremely high rating while searching through citysearch, to the point where I felt I had to offer up my .02. Thai Picasso is good (not great) consistent thai food. I've never had anything that I didn't like, but I've also never had anything that knocked my socks off. The sauces are almost too glazed, if that makes sense, and the quality of the beef is mediocre. Chicken dishes were better and I haven't had any of the seafood. I'd recommend this place, but don't go out of your way to visit.

Great atmosphere and food!!. Every time I visit the windward area, I make sure to stop by thaipicasso. The atmosphere is very intimate and the staff is extreemly warm and friendly. The food is a delicious mix of thai & French fusion dishes. I would recomend the Thai shrimp salad & red snapper basil sauce, but it seems you can't go wrong with whatever dish you choose.
